Canada’s Mark Carney Navigates Sensitive Trade and Politics on China Visit

Canada’s Prime Minister Mark Carney is heading to China on what officials are calling a historic and high-stakes visit, aimed at resetting strained ties and opening new economic doors beyond the United States.

With ongoing uncertainty around Canada–US trade, Ottawa is looking to diversify—without upsetting Washington or compromising on national security and human rights. It’s a delicate balance, but one the government says is necessary to protect Canada’s economy.

The trip marks the first visit to China by a Canadian prime minister since 2017, with talks set to cover trade, agriculture, climate, and global security. Carney is scheduled to meet Premier Li Qiang, senior Chinese lawmakers, and hold a one-on-one meeting with President Xi Jinping.

Relations between the two countries hit a low point in 2018, but both sides now say there’s room for cooperation. Canada hopes to ease Chinese tariffs on canola, which have hurt Prairie farmers, while Beijing is pushing for relief on Canadian tariffs targeting Chinese electric vehicles.

Officials stress this isn’t a policy shift—but a pragmatic move. As one former diplomat put it, Canada is approaching China with “realism,” clear red lines, and its own national interests front and centre.
