Brampton Mayor Patrick Brown is calling for urgent changes to Canada’s criminal code after 29-year-old Savannah Kulla, a mother of four, was shot and killed in a Brampton plaza on Tuesday.
Police say the suspect, Anthony Deschepper, was out on bail for several gun-related charges. The shooting was confirmed as a case of intimate partner violence. After the attack, Deschepper kidnapped their one-year-old daughter, triggering an Amber Alert, before being shot and killed by Niagara police.
Deschepper had a history of violence and was under strict court conditions, including a ban on contacting Kulla — conditions he repeatedly broke. Despite his record, he remained free while awaiting trial.
Mayor Brown said allowing such offenders out on bail is “absolute negligence” and urged the government to tighten bail rules for violent repeat offenders. He also called for better resources for courts and corrections to prevent future tragedies.
Friends and family are mourning Kulla, saying the system failed her. Police report that Peel Region faces up to 15 domestic violence cases every day, showing a growing crisis that needs urgent attention.
