Canada’s Population Growth Slows as New Immigration Limits Take Effect

Canada’s population fell by about 76,000 people between July and October, marking a rare decline driven mainly by tighter immigration limits, Statistics Canada says.

The drop primarily resulted from fewer non-permanent residents, including international students and temporary workers, as Ottawa aims to cap temporary residents at 5% of the population by 2027. That’s a big shift from 2022, when Canada’s population grew by more than a million people to help fill labour shortages.

Finance Minister François-Philippe Champagne says the goal is to bring immigration to a more sustainable level and better align it with the country’s capacity to welcome newcomers. Economists call the decline one of the sharpest quarterly drops on record.

The federal government has been cutting immigration targets amid concerns over housing costs and pressure on services. Ontario and B.C. saw the largest population declines, while Alberta and Nunavut were the only regions to grow.
