OTTAWA, ON — Canada plans to keep immigration levels largely unchanged over the next three years, with new federal targets outlined in Budget 2026.
Under the 2027–2029 plan, Canada will maintain its annual target of 370,000 temporary resident arrivals and 380,000 permanent resident admissions for each of the three years.
The federal government will also create a pathway for up to 200,000 temporary residents to become permanent residents by the end of 2027. Half of those applicants will be considered through Express Entry or the Provincial Nominee Program.
Budget 2026 sets aside $56.9 million over four years to help implement the immigration plan, along with another $302.3 million to support the transition to permanent residency.
The government says the approach aims to balance labour market needs while easing pressure on housing, healthcare and social services.
Changes are also planned for the Temporary Foreign Worker Program, backed by $151.5 million over five years. The reforms will focus on regional labour needs, faster processing and stronger employer compliance.
The updated plan is intended to support Canada’s economy while creating more opportunities for people already living and working in the country.
