U.S. Calls Canadian Preclearance a Key Pillar of Border Security Strategy

Canada and the United States say two long-planned border preclearance projects are moving ahead this year, allowing travellers to be screened before crossing into the U.S.

Preclearance lets passengers clear U.S. customs in Canada, making travel faster and helping officials spot risks earlier. The U.S. already runs preclearance at eight major Canadian airports and a ferry terminal in Prince Rupert, B.C.

The update comes after earlier comments from U.S. Ambassador Pete Hoekstra raised questions about the future of the program. U.S. officials now say preclearance remains a key part of border security and travel efficiency.

One major project is at Billy Bishop Toronto City Airport, where a new preclearance facility is complete and undergoing testing. Officials expect it to open by spring, helping support new Air Canada routes to U.S. cities like New York, Boston, Washington, and Chicago.

Canada is also planning its first U.S.-bound preclearance site in Cannon Corners, New York, though that project has been delayed due to policy and infrastructure work.

Both countries say the initiative is moving forward in 2025, but no official launch dates have been announced yet.
